State Voices is a national network – built from the states up – that helps grassroots organizations win civic engagement victories and build long-term political power. Since 2008, we’ve been employing the principles of collective impact, building the capacity of partners with data analysis and shared resources, and strengthening our democracy by amplifying the voices of marginalized communities.

State Voices sustains a dynamic ecosystem of 24 state tables and organizations in every state, comprising over 1,200 partner organizations. We provide the organizations in our network with the data, tools, and support they need to help create a healthy and thriving democracy through a racial equity lens. We advance this work through three national programs: Civic Engagement (voter education, registration and turnout, issue advocacy, and constituency engagement), Civic Access (voting rights and election administration), and Civic Representation (census and redistricting).

Position Overview

The Talent and Culture Manager will support our Talent (HR/EPIC – Equity, Personnel, Inclusion & Culture) department by facilitating various strategic, operational, and administrative functions. This position carries out responsibilities and initiatives related to all aspects of HR, including but not limited to benefits administration, onboarding, employee retention and engagement initiatives, and policy compliance.

Primary Functions

  • Assist and support the CTO with the development and implementation of programs that support a strong, positive, and equitable culture
  • Manage, advise and execute all benefits plans, including leave administration
  • Ensure compliance with organizational policies and relevant laws
  • Manage the onboarding process, including leading New Employee Orientation
  • Provide full cycle recruiting support to include posting positions, reviewing applications, and presenting offers
  • Administer various human resource plans and procedures for all organizational employees; develops and implements policies and procedures to include the employee policies and procedures manual
  • Communicate with employees on various human resource policies, procedures, and relevant laws
  • Maintain company organization charts
  • Maintain and coordinate employee recognition programs
  • Assist team members with questions regarding HR policies, procedures, and benefits
  • Manage offboarding process, including conducting exit interviews and preparation of benefit-related documents
  • Manage various HRIS support tasks, including personnel file management and other report maintenance

Qualifications

  • 3-5 years of Human Resources Generalist or Manager experience in the field
  • In-depth knowledge of labor law and human resources best practices
  • Knowledge of HR systems, Paylocity preferred
  • Demonstrable experience with Human Resources metrics
  • Competence to build and effectively manage interpersonal relationships at all levels of the organization
  • Strong oral and written interpersonal communication skills in-person and remotely
  • Demonstrated commitment to racial and gender equity and track record of success working with communities of color, women, low-income people, LGBTQIA individuals, and other historically marginalized communities
  • Demonstrated ability to bring strategic thinking skills, problem-solving abilities, and a systems-oriented work style
  • Proven ability to work independently and collaboratively as part of a team
